Valhalla portal level?

I know you have to be past S2 15 to do Valhalla missions, but does that hold true for VH portal? Or can anyone summon from that?

I ask because looks like Costume chamber is Level 18 or higher, wonder if similar restriction on Valhalla or even Atlantis.

When I started playing, Atlantis portal was ‘the new thing’ and it was active back then when I was on my single-digit level. And it was possible for me to summon there.

Pretty much sure the same is valid for Valhalla.

Thanks, asking for a friend, I couldn’t remember and I was at a decent level when S3 started so I really didn’t know what to tell them. Thanks.
