Tournament Healing versus Recover

I am in tournament, Healing and Resurrection have no Effect, but Hawkmoon’s costume is allowing for Recover.

Doesn’t that count as part of healing?

The icon shows up, but is then followed by a green 0 (zero) healing for everyone. Like this
