[Stub, Suggestion] 3* Heroes start at special skill 4/8

1* Heroes do not matter once you unlock low cost training. 2* Heroes do not matter once you unlock elite training.

Skill rolls are designed for 4* Heroes ( see notes ), but are hindered by access to ascension materials ( this is by design ) and availability ( looking at you Guardian Jackal and Wu Kong ).

The strongest heroes, unhindered by availability, access to ascension materials, and hero XP are 3* heroes. But it is very easy to get a 3* Hero to 3* 3.50 with a special skill of 5/8 or 6/8.

Instead of starting heroes at 1/8 3* 1.1, start them at 4/8 3* 1.1 .

With the upcoming skill roll change for max tier max level heroes, this upgrade is not likely and often no longer needed.
