Twice I used a special attack in the latest alliance war that was supposed to remove enemy buffs and it did not do so.
This was in two different battles, two different heroes.
Your war is an “enemy boost” war (by the up arrow on the revenge bar). This effect cannot be dispelled and it stacks every time it fires. This is not a bug but it could probably be better explained in the description in game.

Thanks, makes sense. Hard to know for sure what buffs were there during the battle so I thought it was more, but probably was only +attack buff.
I think only the buff from the revenge is active. None of those heroes have an attack buff (the tank might have though) and when a hero atk buff stacks with the revenge atk buff you get 2 of the sword symbols on the enemy character 
Good to know. I now need to apologize for ranting at my alliance.
You can press and hold on enemy heroes during battle to see what effects they have on them.
