All generalization will be imperfect.
But as a general rule:

Note: Emblems make this comparison tricky, so we will not be comparing X*+1 heroes here. As a general rule of thumb, each class node adds +5 to Hero Power. But not all class nodes are equal.

Calculating Hero power
You can actually calculate Hero Power yourself. But the post with the current calculation is buried under posts complaining about the Hero Power adjustment in version 15.1
Hero Powers have been adjusted slightly in the new update (version 15.1). The change only affects the values of Hero Power - the actual effectiveness of the heroes is completely unaffected.
Higher rarity heroes start out with a slightly lower Hero Power, but the Hero Power increases more quickly as you level your heroes up. In practice, the Hero Power of fully levelled Legendary heroes is about 10 points lower than before.
