Season 3 Not Available [Must reach Season 2 Province 15]

Hi all,
I’m at level 22 and just started Season 2. (First stage.)
I did not get Season 3 maybe because of this?
I checked Google Play updates, nothing new, last update showed 14th February. No messages in E&P Inbox, phone (Android) restarted too.
Any help for a rookie?

S3 is available when you reach (or complete) province 15 in S2

I guess NORMAL is enough.
