I have 2 Yang Mai Hero’s. One is level 2/50 and is at 100% special skills. The other is level 3/1 and is at 6 out of 8 special skill. Why?

This is not a bug. Special skill leveling has a stated percent chance when leveling.

Darn !! You have 2 Yang Mais while I dont have her. RNG, you suck 
It only means that your low-level Yang Mai has much better luck in getting her skills to 8/8 than your high-level Yang Mai. Do notice that RNG may oftentimes have some say on leveling the skill of the hero.
Worry not, skills of 5* heroes (ALMOST) always get to max before such hero is fully maxed.
