Rework mana gain for defense and mana reduction specials

Foreword about why I believe this is a good idea:

Current defense meta is dominated by fast and very fast heroes.
Aside from Telluria in the tank spot, who gets charged naturally via tile drops, literally all meta heroes are either fast or very fast: Vela, GM, Drake, Seshat, Jabberwock, Finley, the list goes on.

Slow heroes are not viable anywhere except tank position, where they are outshined regardless.

My idea to remedy this situation is thus:

  1. Rework passive (per-turn) mana generation from fixed value to 10% of hero’s total mana.
  2. Rework (some or all) mana reduction specials to reduce mana by a fixed value instead of a percentage of the target’s mana.
  3. Keep tile-generated mana as-is, to maintain speed difference.
  4. (If necessary) Reduce damage across the board for defense (e.g. remove the 20% bonus).

Intended results:

  1. Fast/very fast heroes stop charging their special every other turn unless you hit them. Fast tanks now make more sense.
  2. Fast/very fast heroes can no longer shrug off all mana cuts because they delay charge by at most one tile.
  3. Slow/very slow heroes are now more of a threat in flank/wing positions due to passive mana gen.
  4. Slow/very slow heroes are no longer disproportionately affected by mana cuts, which is one of the main reasons they are easy to counter.
  5. Defense meta is shaken up, possibly even removing Telly from the pedestal when more potent hero combos are discovered.
  6. Average heroes are mostly unaffected by the changes.
