If scabbards, tall boots, battle manuals, and chain mail were all reduced to 2*, then when RNG rolls you a 3* AM you will get something that is needed.
Right now you have to rely on RNG to roll a 3* AND hope it rolls to one of the 7 unfarmable mats.
