I just finished the first stage of quest and when I went to do second stage the game never went to level. So I restarted game and when I came back to recruits quest it shows I hadn’t done stage 1 but lost world energy and gained recruits.
You might need to submit a support ticket direct to SG… Screenshots help to illustrate your point too.
