Ranking 5* At 2/60 or 3/70?

Forgive my ignorance, but is there a ranking anyone has done of 5* heroes based on 2/60 and 3/70? Seems like that would be useful for everyone and especially for heroes where the consensus is that 3/70 is good ‘enough’. At 2/60, do all 5* suck?

I suppose the short answer is hurry up to 2/60 and wait for mats on everyone, but I figured it couldn’t hurt to ask.

It would be good to know. But personally, I don’t start levelling a 5* until I have the mats to get them to 3/70.
