How possible that someone can choose to raid my watchtower twice?
he attacked me the first time and lost 15 cups to me. Then he could attack again and got 48 cups.

That’s normal, the game allows you to rematch when you lose.

Isn’t that you have randomly roll for an opponent instead of intentionally choosing one?

If you lose, you can battle the same person. Up to three times.
