Hello i have a question about the loot of the titan. When the first harpoon line is, lets say 20. And we defeat the titan with 22 harpoons. Is the loot the same or does it need to be exactly at 20?

Harpoons do not affect titan loot in any way beyond the number of titan parts you receive.
Until you reach the next break point (i.e. the next line), the number of parts is the same.
The odds of titan parts is the same across all titan loot tiers.
