Likes are central to how Discourse works. So central in fact that there’s no “on/off” button for them because Discourse is not designed to run without likes enabled.
Signaling
Topic Summaries: The feature where Discourse summarizes long topics is heavily influenced by how much each post is liked. Without that signal the content will be less useful to users who are looking for “the gist” of the topic.
Top Topics: Likes are used in the calculation of the “Top Topics” filter as a way to allow users to find high quality topics on the forum.

Why no downvotes?
Systems of fact, data, and science can benefit from downvotes, because statements can be scientifically proven to a reasonable degree. Systems of opinion do not benefit from downvotes and are in fact materially and seriously harmed by them, because nobody can prove an opinion. Empathy is the order of the day in opinion systems. The like button - and like count - are only removed from topics in categories where you have voting enabled. Topics in categories where you don’t have voting enabled are not affected.

What are your goals for the future, and how do you plan to accomplish them?
We have one big goal: to be the WordPress of community. WordPress is our spirit animal, at least WordPress from 2010 onward. Whenever someone says, “How about a blog?” (to the extent that people still say this, I guess) the obvious choice is WordPress. Whenever someone says, “How about a community?” the obvious choice should be Discourse .
There are definite parallels here with Discourse becoming more of a general purpose CMS, like WordPress did. We’ve already taken steps in that direction with official plugins that go beyond basic discussion to let you…
assign topics to staff (ala Bugzilla, Jira)
vote on topics that represent features (ala UserVoice)
mark posts as the official solution (ala ZenDesk)
…and so on.
We are a bit like Trello in that we are the lightweight version of all these things, plus you get unicorns, rainbows, and a real community — if you want it.

Trust level 0 ( New user ) and Trust level 1 ( Basic user ) get the default number of likes.
Trust level 2 ( Member ) gets x1.5 daily default likes.
Trust level 3 ( Regular ) gets x2 daily default likes.

There is even a badge for running out of daily likes ( though according to forum Devs, not SG, it is actually for using all the likes for trust level 0 and level 1 which defaults to 50 ). See Badge, Crazy in Love link below.
Likes appear to be on individual timers. You get one back 24 hours after you used it. In your sample screen shot, you have 1 hour until your oldest like resets. I have had it vary from 10 minutes to 6 hours.
Mods and Staff get unlimited likes.
The Devs can adjust the daily likes.
MY PERSONAL OPINION
I often log off the forum for 12 hours after I run out of daily like. 75 daily likes for members and 100 daily likes for regulars seem to be a decent number.

Ironically, I ran out of likes to like this post when I first read it. But my discussion with Zephyr1 has reminded me.

Like management is a key skill. I wish they’d give a like countdown so I could start husbanding them.

A countdown/current balance indicator would be very helpful. Every Like I try to give is a crapshoot on success at this point. For a while I was trying to go back to the posts later to Like them after failures, but I’ve pretty much given up on that at this point.

Usually someone posts in threads where I ran out of likes within the next day or so, and that reminds me to give the likes I was intending to. But yeah, I always feel a little bit like I’m playing reverse Russian Roulette when I hit the like button. “Is this one loaded? How about the next one?”
You think you’ve got it bad though? Regulars get twice as many likes as us peons.

Yeah, I’ve read about Discourse Trust Levels. TL4 is actually technically separate from moderator, though they have overlapping abilities. But TL4 can’t be earned, unlike TL3, it has to be assigned by staff promotion. So probably no more likes for me.
I feel like we need a topic split at this point lol.
