I’m not sure how much Puss would add - with some minion casters he’s brilliant (especially QoH) but they’re ideally more interesting minions than yours.
Noor and Elena I’d cross off the list straight away.
Saoirse, Russel, Zagrog and Vanda… There’s cases to be made for all of them, depending on how you play and how you’d plan to use them.

As a suggestion not related to the question asked…
I’d also strip emblems from Telluria - you’ll find those emblems more useful on heroes that you you’ll actually use (
I’d max emblem Heimdall before Telluria all day long… Heck, I’d put them on a Heimdall dupe or 5 before I’d put them on Telluria. I’m also seeing Franz with no emblems there, he’s worth a load of emblems too - I use mine a lot.
My vote is on Saiorse.

I knew she was a top contender, but I expected It to be closer between her, Vanda, and Zagrog, and thought folks might have interesting cases to make for some of the others. Her defense down will certainly be useful.

I actually use Tell all the time—she’s my war tank 
We face a lot of blue tanks so sometime she even makes a war team. I also like Heimdal and use him a lot, just not on defense, which is why he he’s not fully emblemed.
I got Franz the last CoK and just got him leveled and used him for the first time today on a titan. He is definitely getting some emblems!
Heimdall’s a better war tank than Telluria IMHO - a good tank punishes a bad board, and IMHO Heimdall does that better.
Especially with some of the minion counters out there now, Telly just doesn’t perform that well.
Worth remembering that you’re judged for matchmaking on the basis of your stronger heroes - having a +20 that gets little offensive use isnt ideal unless they’re really really good defensively and Telly is pretty average really.
Up to you, of course, but I know I’d reset and push the emblems into Heimdall for war tank (actually Franz on rush wars at LB+20 works amazingly well) and the rest into Franz.
I really like Vanda, but I have no experience with these other than facing them as opponents - good luck choosing from this great bunch
