No points for attack in Alliance War

Player IncredibleHunter9002 reported to me at approximately 0800 EST that he attacked player Rawwrrrr of alliance Dutch-power in our alliance war and received 0 points for his initial attack. His subsequent attack scored 39 points on the same player. He expected to collect points for the damage caused in the first attack.
