No loot tickets from war victory loot?

After we won a war today, I and a few teammates did not get any loot tickets from the war loot.

It is not a problem with the recent activity since I have 0 loot tickets in my inventory.

I’m not sure if this is a bug, but I don’t think I have seen this before (or maybe I was not paying enough attention) and I did not manage to find recent announcements on the forum.

The last one I found is from February 2020:

The amount of Loot Tickets received from War Loot and Wanted Chests has decreased slightly.

Is it possible that the problem with loot tickets during Atlantis in December has affected the loot ticket drops or am I missing something?

I didn’t think it was guaranteed?

I thought that the three options of war victory are 0,3 or 6 loot tickets?
