The last week of December or perhaps the first week in January the following year they ought to have a tower with all 12 of the HOTM for that year in it as well as the ability to pull them from a portal as a way to end off the old year.

It’s an interesting idea, certainly. Of course the people who spend a lot of money on events almost certainly have multiples of all the HotMs from the previous year. Which makes it less likely to be implemented.
