Yes, it definitely seems to be a slow roll-out with most people not having it available yet.
I’m kind of not in a rush to be one of the first people to update since usually it leads to much tougher raids for a week or so after. Usually it’s the most intense players that update the quickest, and they are the only ones you can raid after updating.
Update was there waiting for me in Google Play today… just in time for my raid chest. So I was able to pick up 15 recruits as well!
