I think some people like him, actually — because they’ve figured out how to use him properly.
You may have seen this great demo video of Mok-Arr with Wilbur and Khiona:
He’s also extremely well-suited to a purple mono (or mostly mono) titan or raid team.
I think he’s just not as versatile as some heroes — but he’s also more powerful when well utilized.
