Hello, I keep getting heroes that should come with costumes but no costumes appear. This has happened with Balthazar, Brianne, Renfeld, Karil, Sonia, Hawkmoon, and a few others.
You only get the costumes from the costume chamber, in which case the costumes come with the heroes.
In contrast, if you get heroes from your TC or a summons, they come without costumes.

Back in November when the costume chamber was first released, you could pull the costume without the hero - which didn’t make sense at the time 
.
They’ve fixed it since then…
… And the chamber only opens for a brief number of days each month during the costume event.
