There was another thread on this recently where it was determined that both Red and Yellow troops only have one variant of the 1*, where as the other elements have two, increasing the odd for those elements to drop. Dev posted saying they have flagged that for correction in a future update.
So yes, on average currently you will get less red and yellow 1* troop drops.
