Kageburado description is kinda misleading

As we know, order of operations is very important.
Kage’s card list three effects, namely:
Effect 1: Dispels buffs from the target
Effect 2: Deals 225% damage to the target
Effect 3: Deals 450% damage if the target has more than 50% health remaining

There are definitely three, as they have dots before them. So, as I understand, he should work as follows: dispell first, apply 225% dmg, check HP, and if there’s more than 50% remaining, apply 450% dmg extra. That would be surely OP, but that is literally what description says.

Actually, Effect 2 and Effect 3 are exclusive to each other. It was stated so by @Kerridoc here, but never acknowledged by staff or so. I think, is should be stated clearly in the description, like

Effect 1: Dispels buffs from the target
Effect 2: Deals 225% damage to the target if the target has less than 50% health remaining or 450% damage if the target has more than 50% health remaining

Also, Fenrir card also has similar description misled.

Any thoughts?

all damage conditional heroes have it that way
Kage, Fenrir, Ursena, even Vodnik and other who is related to the mana level

Ursena - yes, also a misleading description.
But Vodnik and Atomos - no, their description is more specific. Atomos:
Effect 1: Deals 150% damage to all enemies
Effect 2: The more mana the enemies have, the more damage they will receive, up to 270%

From here, we understand, that damage can be any from 150% to 270%, based on mana.

Kage, Fenrir, Ursena are binary, and effect “Deals X% damage” written twice, one unconditional, another conditional.
