I have a question
my Kagheburado is Max with 11 emblems and as I can see the tile damage, shield and life is considered bigger indeed but the question is Kage at this stage those emblems make him more powerful on his special??? Because in the picture is nothing changed like 250% damage if the target has less than 50% life and 450% damage if the target has more than 50% life.

I’ll let the stats guys give you better details but here’s the bottom line: If a special is based on a percentage like kage, the higher the attack stat the higher the damage dealt will be. So the answer to your question is yes.

The base ATK stat is used for the calculation of the Special attack damage.
