Over the past few months, I’ve noticed that my Jean has a less DOT than other Jeans in raids. I get the DOT is based off attack points. I have a higher attack than them. So I’m assuming it’s a bug.
1st picture is of opponents Jean attack at 905
DOT 444 over 2 turns
2nd picture is my Jean attack 941
DOT 384 over 2 turns
I have 36 attack points higher but 60 DOT less? Doesn’t making sense? 
I had the same problem , and the reason is the same why you see enemy heroes in raid hitting you for 1100, and you hero with same attack hiting them for 820. So that is so because when in defense, enemy heroes get 20% hidden atk increase and 20% defe increase. Its not shown i stats when you click on them, but its there.
It can only bee seen in DOT heroes cos they do fixed dmg ( that gets increased by the atk)
You can check it out by finding the same JF as yours and difference between their special should be exactly 20% . Hope it helps 
@Busan is correct, defence has an innate damage increase to make up for the advantages of the attacker (i.e. the human brain).
