The event started like 4 hours ago and he is already number 3 in leader board and he got a fully maxed new hero 
This is common - very experienced players (along with whales too) have large quantities of food and heroes stored in their training centers, and can roll them out when new heroes come out.
Happens often - a few examples in other threads I can’t find easily. I’m sure someone else will soon.

no problem to power level the hero within half an hour if you have the mats/feeders/iron/food ready
with some lucky pulls or ton of diamonds of course

Given his / her experience level of 87 it’s very possible.
More than likely got lots of feeders, mats and food etc in their stocks. So yes - it’s been done a few times before by those at the “top”
