Higher % in the portal

Make the % higher for the heroes that we dont have.
My idea is, if you have a hero max you will have less chance to draw that hero, and a little higher % to get something new.

Dont know if there is a request for this havent checked😅
Incase there is just merge it🙂

To be honest, I think it works the other way around. You have more chances to pull the heroes you already have
