I’d say anyone other than Natalya, based on your needs. All the remaining three can serve different functions.

I’d give them to Scarlett first. She does awesome damage but she’s killed easily, best to get her defence up as much as you can.
Falcon does very low damage, but has crazy defence stats for a 4*, and the elemental defence drop is great. At 3/60 he will stay alive long enough to get his special off which allows Scarlett to hit even harder.
Other people might suggest otherwise, but I went for falcon before scarlett/Lancelot and regretted it a bit.

Thank you all for your help. I was able to get my 4th hidden blade from the advanced event so here’s what I’m currently working on:
Red - Scarlett (4-1) (ascended thanks to the 4th blade) then Falcon
Yellow - Kailani (1 orb away from getting Wu Kong to lvl 4)
Green - Brienne (3-42) then Zeline
Purple - Balthazar (1-24) then Cyprian (I have 4 traps)
Blue - Grimm (4-65) then Kiril (just got my 4th warm cape)
