Out of the two who would you level first and why?
Guardian Panther.
She is fast and elemental def down is a top priority.

As always: it depends. If you need a dark tank its Ursena. With reflection skill good timed, she is also good versus yellow titan. Panther is a good sniper and the only dark def down. Great vs yellow tiran

Only dark i would even think about maxing ahead of panther is hel
And that was pre proteus. Nowadays, i think if i had a proteus or 2, hel would wait until after panther.

Priority?
legendary events/titan=panter
tank or flank = ursena
but panther upgrade all your purple heroes.

I was also have this problem before, and have asked make sure in community, and majority will choose Panther 1st, I already give tabard to her, and did not regret, here is my current status project level priority:
Notes: I do not have Panther, while ascending Seshat 1st.
