I think this comment needs a lot more context. You even selectively cherry-picked the SG response:
“This feature is focused on Classics to start; not off the table that they won’t see something in the future for HotM or event heroes. Skins actually started only as a way to change the look, but now it’s a bigger feature. It might be fun to have sensible alternative looks for all heroes. But definitely not this year except for Classic heroes. The goal is not to make powerful heroes even more powerful.”

They definitely haven’t decided about this, and are expecting to get a lot of feedback during beta — so speak up when the time comes.
My impression was actually that Tim and the rest of the team would like to add the new buildings and skins as quickly as possible — they’re just also in the midst of working on Season 3, new HOTM, bug fixes, and finishing up Raid Tournaments…so there are a lot of things they want to get done as quickly as possible. Tim said that their plan is to only bring it to classic heroes this year, but that might change in the future, and it could expand to HOTM and event heroes.
One thing that may help with that is the possibility of HOTM being available via training camps, and some sort of hero conversion upgrades possibly being available in the Hero Academy. So F2P may have new ways of getting those heroes by the time skins are introduced for them.
