It’s off, Sadly. Should be in about 5 weeks. The last one started on December 22nd so around the 22nd of March.
Now you could argue that as their birthday celebrations are coming up, and it wouldn’t be hugely early, they could and perhaps even should have it in early March.
Or maybe they grant us players a boon and make SE bi-monthly. That will help to declutter rosters significantly.
Ah, true, the last one was “delayed”.
We expected it in the beginning of the month initially, but moved.

Sadly no clue on that since during beta, there was no C2 nor C3 in the available heroes (both as user-selectable-featured or non-featured) so no one could test.
My guess would be all 3 costumes. Giving only 1 costume makes Zynga stingier than Scrooge.
From HA10 you might get a costume with your Hero, and if you do then you will only get 1 costume even if the Hero has 2 or 3 available.
So yes, sometimes Zynga are stingier than Scrooge.
This is de Birthday Summon. 400 gems per single pull. Surely it deserves all 3 costumes. 
Appears this wasn’t fixed. If they can’t be bothered to keep up with these things themselves, they should at least give you a way to flag them directly to staff!
@PlayForFun reported it to them this morning but no answer back yet I guess.
What’s even more strange is that it initially had Mystic Summon enabled correctly and they toggled this setting off at some point… I guess by mistake, no one noticed and quality control is still lacking and here we are, they didn’t fix it before the event starts 
I also reported it in the bug section.
I have not get back any answer from Staff.
I hope someone will fix it today.

Another day, another update but no enabling of Mystic Summon for the current Valhalla event. Tametomo is finally coming back around with a much better pull rate than during the Black Friday summon.
