I made this mistake and pulled Bertila on my second token pull less than 8 weeks later. I wish we could trade heroes in at a discount to get some mats back but he isn’t dreadful but I do regret maxing him.
I think most people would take Bertila over Elkanen. The problem is your odds were less than one percent on however many pulls you did in January. If you were a betting person would you have bet money on getting Bertila?
I get it, it sucks when it happens and there is the small chance of it happening all the time. You were unlikely to get her and normally you’d be here saying you maxed him and he’s okay because you didn’t get Bertila shortly after.
Unless you pay for a lot of summons, then yes you did expect to get her and shouldn’t have maxed him 
. Not sure what your situation is there.

Elkannen was disappointing from day one and as a TC20 I have no costume.
The Bertilla used the Censure method. Spent 7 grey tokens, pulled a 3 star used a Valhalla token and pulled a 3 star feeder and the second pull gave me Bertila as a bonus to another Belith. and I stopped right there

As a long time F2P->C2P who then spent a little more for a long while and is now back to mostly C2P with the occasional valhalla day 1 offer buy out, I would, but not at 6 Tonics. I would wait until I have say 9 or 10, so that if I do pull Lianna or better from another source I have a decent head start and would be able to more or less finish the better hero by the time I’m done collecting the remaining Tonics and maxing Elk.
Elk is a staple in my green stack for exactly that reason. The only non-vanilla Green 5s I have are Tarlak and Heimy, and I maxed them much in the same fashion. I have 6 tonics now and my only option is Horghall (already maxed Lianna, Elk, Kadilen, Tarlak, Heimdall), so I’ll likely wait until I have 12 or maybe even more before worrying about Horghall, for my seconds green mono war squad, which is all 4* right now and 3/70 Horghall doesn’t even come close to touching it.
TLDR; the game is a grind, have some patience for a bit and eventually the time will be right either way.

That is a good plan.
Well you are F2P so the chances of you getting a better 5* are laughably low so either you use your only legendary hero now or keep waiting until you get another one

I would lvl him up unless you are intending to do a lot of pulls some time soon. You do get tonics from regular game stuff for when you get a better green. You need legendaries to do stuff in game, even just farming and quests. I would recommend doing as many mystic vision ad watches as you can to get keys for costume chamber pulls. You could level Elkanen up and then get his costume version and lvl that up too. You can get 10 free pulls a month doing those 3 ads for items every 2 hrs as much as possible.
Start levelling him. If you get to 3/70 and nothing better has come along, give him the tonics.
You never know, you might pull his Toon costume at some point, and then you will wish youd already done the levelling on base costume.
Considering y’all are answering a question from 3 years ago, I’d say the whole thing is moot. He’s weaker than ever at this point but someone probably uses him for green stack, as has been said.

OK, clearly late to the party, but…
I have 2 Elkanen. One is virtually untouched because I haven’t had it long, but the FIRST one I got has been fully leveled up, 2LB and has the Talent progression for the base hero and the Paladin & Barbarian costumes. (I don’t have the Toon.)
I use him in my main rainbow team and my all-green team.

I finally maxed Elkanen a few months ago, because I got his c2 costume. I don’t use him on my main Green team, but he comes out in War in my second team, sometimes.
He will be very useful against Luna with his class and toon passive.

I am glad to see my post active again after 3 years. So… I did give him 6 tonics and seldom use him haha… Until now, I still do not have his costume. My other 5* green are LotL, Silvaria, Garjammal, Frigg, Heimdal, Lianna, Leadria, Horghal, Balbar, and Kadilen-C1.
