If I use 2 Tarlak together, would their buff stack? 'Cause on the card it says ‘stack with similar effects’, not sure if that applies in this case.

When it says “similar attack effects” it’s talking about attack buffs like Kiril, Boldtusk, Lancelot, wukong, khiona, etc.
2 Tarlaks would overwrite each other specials, but renew the number of turns.

All right. I wouldn’t bother to ascend the other one any time soon then. 
Yep, except for Alliance Wars. Still, that’s very expensive. Hold those tonics for another 5*.
