Most of them have their uses!
Maybe what you don´t need: 3rd Gato, 2nd Dolrak and nobody needs any Vollermork ever.
Treevil and Faiez are unique, they´d be high est on my list.
Poppy would be a nice upgrade to Dawa.
Waqas the upgrade to Jahangir
Mnesseus is a nice option for dispel/cleanse
And so on, as I said except for the 3 in the top line, they all have uses…

In my honest opinion, there are lots of 3* heroes here that are worth levelling up …
I personally would focus on:
Zarel
Waqas
Aqeela
Treevil
Poppy
Faiez
Greel
Whichever heroes you choose good luck
