My buddy (same alliance) plays on IOS and I play on Android, he sent me a screen to prove his matchmaking timer is missing. He says he wasn’t aware there was one, so I don’t know if it has always been absent or just is currently.

Tell him to entirely close (reset) and re-open the game. Sometimes it is just visual bug (i have had it in the past as well - Android). That may solve the issue, if it is truly just a visual problem.
I haven’t seen any other complaints neither in game, nor here. So it may be single case.
