Costume Rigard’s Health over Time

Has anyone noticed that C-Rigard’s Special, the Health over Time regeneration is working this Raid Tourney?

The buff and icons status is working, the special is also doing a heal, but with +0 for every turn.
Can you make a screenshot or video if the heal is more then 0?

My Alliance-mate, who made the original claim, did screenshot showing the 0 HP gain.

So where should be the problem than?
No healing, no revive during a bloody battle.
