He deals 500+ damage on a full mana enemy, it’s so bad in this meta.
Either turn the splash into AOE or increase damage by 255%/375%
Please Buff Captain Kestrel. His stats are outdated and the damage is nothing compared to the new heroes.

I’ve just been doing some raids, and Kestrel came to my mind thanks to seeing c. Gefjon.
It really is shocking that he hasn’t been turned up even jsut a little bit considering we have Costume Gefjon who can do his max damage (335%) to 3, at fast speed (+5% costume bonus), without any conditions. Oh! And destroys target & nearby minions first whilst she’s at it.
He’s an older hero, I totally get it, so I don’t even mind if they don’t improve his stats, but consider giving him a costume (trying to be realistic here!) - though that doesn’t fix the “legacy issue” that this special is far too underpowered as it is.

My suggestions for a buff:
a) increase his damage % as mentioned here
or
b) keep his damage the same, but give him dispel buffs on 3 after his damage hits
