Attack bonus talent - flat vs %

So I’m maxing out Mnesseus and an interesting choice presented itself to me:
a) do I go the % attack bonus talent (+14 damage) and health bonus route
or
b) do I go % defense bonus talent and flat attack bonus (+15 damage) route?

It seems like a no-brainer at first glance, but what I wanna know is - will the bonus from the % attack bonus talent also benefit from the attack bonus talents I will take later on and thus surpass the +15 from the flat bonus, or will it always be +14?

No, it is fixed based on the heroes Base Stats. Emblems do not affect this number. Ever.
