So just as it says, which should I max? Only have x-amount of ascension materials so would rather invest in the right one instead of moving forward with the wrong one. Here they are currently:

Far more useful heroes to level to max. I have had both of these heroes at 3-70 and they will remain there for a while longer.

That “fix” has been reverted, thankfully. I agree with the advice though: deploy that Tome on a higher-value hero.
