You don’t need additional emblems for a costume. She inherits what the base hero had.

You only need half the experience, less than half the food, and less than half the materials to max a costume.

Every time a new hero is released, we see them power-leveled to max the same day. Given the points above, it’s not a surprise to see a maxed, emblemed Vivica with her costume.

Sorry, it’s not who you’re looking for, but here’s a costumed +11 Joon in the raid leaderboard. If you keep looking, you’ll probably find a costumed Vivica soon (or perhaps you already have).

Finished today, of course I need to brag now 
. Had to reset Rigard and Hansel, but worth it. And before you ask, yes, I have Lv17 mana troop. Now I wonder how will she do on wing in wars, hehe.
Though I did a mistake and took one HP + Atk node when I could take Def + Atk node. No big deal though, 1600+ HP is nice too.
