Obviously, context helps in giving a response to any poll, and there’s a lot of context missing here…
My simple response is that Hippo is too easily countered in raids / needs to be paired with a relatively specific team; and Ogima even without the minion condition, will hit hard and serve you well in all manner of game types.

Very difficult to assess as well without context. They are both great. But do you want to focus more on a v. fast team that bypasses taunt and dodge or a really mean hit-all anti-minion, mana generation buffer, mana increase debuffer… Also I think I prefer Ogima on defense

This. Both are extremely powerful heroes and are better than 95% of available barbarians.

@Kenji69666 has given you the correct answer. You’re unlikely to have a Barbarian more deserving of emblems than these 2

Hmm, I definitely would prioritize Black Knight or C2 Obakan to them (and I have Black Knight :)). So it depends also on your playing style and roster
Tough call. I’d be hard pressed to strip my Bubbles.
Thanks for the inputs everyone. It is indeed a tough choice. I have the following fully emblemed barbs:
Ruby
Lubu
Bobo
Khonshu
All these 4 have special uses as well so really a tough choice 
Spare emblems: 726
Strip Bobo of the emblems. He’s the least deserving of them on this list.

Strip Bobo or Khonshu. Depends if you use Khonshu. He is great for war attacks but I don’t use him much anywhere else. Bobo is only good in rush and titans so, probably, he is the first choice
Tested both already and G Hippo is so damn fun to use on offence.
