We actually allow a maximum member difference of 3 but we give a “penalty” to the war score for every difference in member counts. In other words, we strongly prefer matches with same member counts. We haven’t adjusted those numbers since summer. I’ll drop a note to the team to at least consider if we could or should make the formula slightly less strict, i.e. penalize member differences slightly less in the matchmaking.

Just FYI: I double checked how the member limit works. It’s not an absolute 3 but based on the percentage of members in the alliance. Theoretically the difference can be as high as five members for an alliance of 30 members, but it is extremely unlikely to happen due to the scoring penalty I mentioned above.
