We actually allow a maximum member difference of 3 but we give a “penalty” to the war score for every difference in member counts. In other words, we strongly prefer matches with same member counts. We haven’t adjusted those numbers since summer. I’ll drop a note to the team to at least consider if we could or should make the formula slightly less strict, i.e. penalize member differences slightly less in the matchmaking.
