Just noticed this problem in the last couple weeks. I just updated to Android 11 (Pixel 3) about that same time.
When editing the Alliance Featured Message, you can no longer freely scroll throughout the message as you could before. By default you are at the end of the message. The only way now to back up further than the first character displayed is to single tap before the very first character, which can be hard to do on a phone sometimes. This backs you up one character. If you want to go to the beginning of the message you have to tap X times. Or, you delete the entire message and start from scratch.
I believe the behavior of whatever object type is being used in the code may have changed with 11.
