Zynga has changed their offer packaging to “multi-portal” if a seasonal event or another portal is on going.
This trend started this year.
It does look like that Zynga has set aside resources for an “Offer” committee to look into both WS and In App offers.
It could be an experimentation stage as Zynga gauge response to the multi-portal offers, or it could be their preferred direction going forward.
If you only want Challenge coins, wait for CoR. Or Challenge specific WS SO.
There may be more special Anniversary offers when this game celebrates their 6th anniversary.
