King Arthur is great at 3.70, except against 12*… Other than that he has always been awesome wether Titan or aw.

Vivica at less than 3-70 (currently 3-45) is fantastic in the Vampires event.
Any of the 5* snipers are still good at 3/70. Even with lower stats they can often one shot a slightly weakened enemy. That is why they are still dangerous at 3/70. Others I am not sure.
I used Alasie at 3/70 for months until I had my 6th scope from Frostmarch to ascend her. She is still great.
